Crochet is done in rows, so all stitches are made on top of the previous row’s stitches.
The top of the previous row's stitches makes what looks like a braid around the crocheted piece. Each stitch creates a link in the braid. On these links is where you will connect the next row's stitches.
The base stitch is the top of the previous row's stitch that's closest to your last stitch.
Unless the pattern specifies otherwise, each stitch connects to the previous row by placing your hook under both loops of the base stitch.
